SCOTTSDALE, AZ (AP) - Scottsdale is looking at implementing new rules aimed at keeping prostitution out of massage parlors. Scottsdale police officials told The Arizona Republic the biggest change would involve the requirements for an on-site manager who acts as the point of contact for a business. The on-site manager would be required to be at the business during operating hours and carry a city-issued ID card. Also an annual massage-facility license would increase to $300, from $260. A late renewal fee would go up to $200, from $180. One north Scottsdale spa owner says she’s already paying nearly $600 a year to renew her operating license. More than 140 establishments are listed as having massage licenses in Scottsdale.

Certain changes would give police “a few more enforcement options” for bad seeds in the industry, Scottsdale police Cmdr. Scott Popp said. More than 140 establishments are listed as having massage licenses in Scottsdale. And for most businesses, the proposal won’t make a big difference. The biggest change involve the requirements for an on-site manager, who acts as the point of contact for a business, Popp said. The on-site manager would be required to be at the business during operating hours and carry a city-issued ID card. … In May 2010, Scottsdale police arrested two people on suspicion of operating three massage parlors as a front for prostitution. Three massage therapists also were arrested on suspicion of prostitution. Two of the locations were in Scottsdale and a third was in Mesa.

PHOENIX, March 22 (UPI) — An Arizona judge sentenced a 73-year-old man to 10 years in prison for faking his death to cover up crimes he committed in the 1980s, officials said. Robert Arcieri was also given five years of probation after pleading guilty in February to seven felony counts at the Maricopa County Superior Court, The Arizona Republic reported Wednesday. Palm Springs, Calif., police arrested Arcieri in June 2011, 24 years after he faked his drowning death on a fishing trip near Page. Phoenix police Sgt. Tommy Thompson told the Republic the river was searched but Arcieri’s body was never found, and police never believed Arcieri was dead. Authorities said Arcieri changed his name to Frank Reynolds and moved to Spokane, Wash. He had been accused of a variety of crimes including assaults, burglaries, prostitution and allegedly hiring hit men to kill business associates in the 1980s and 1990s.

The amended bill also includes two new provisions based on concerns raised by the fireworks industry. First, it calls for the creation of standardized signs to be posted in all retail facilities selling fireworks, warning buyers of possible regional restrictions and outlining the state’s 16-or-older age requirements. Secondly, it prohibits a municipality or county from punishing someone who purchases or uses state-approved fireworks with a penalty greater than a petty offense. The latter provision was recommended after some municipalities made it a Class 1 misdemeanor to use even Arizona-approved fireworks, said Mike Williams, a lobbyist who represents TNT Fireworks and helped write the first fireworks legalization bill. “Class 1 is way out of line with what the statute should be,” Williams said. “That ranks fireworks with prostitution, assault and DUI.”

He’s worked security his entire adult life, and he worked at that library branch — but resigned. He felt the library wanted a door greeter, rather than a security guard who would enforce the rules. “Larry” told us the library should be a safe place, but it’s not. “The library has become a home to vagrants to the homeless, to the drug users…you name it I’ve seen it all. “Soliciting for sex in the parking lot, I actually caught them before they… I’ve seen people from the streets, I’ve seen people who just got released from prison, drug addicts, prostitutes, alcohol users,” says Larry.

And after glancing at the array of finalists, it might be a tough choice to decide which are the best, as there are dozens of stunning and striking pieces, each as colorful as the rest. The 26-year-old woman told police that she worked for an escort service and was told to meet a man, identified as Mejia, at the park, a probable cause statement says. The woman also told police that when Mejia arrived, he told her he wanted to have sex with her in the park, but she refused, the filing said. The woman told police she pushed Mejia because he did not show up the first time he called, the filing said. In retaliation, Mejia struck the victim twice with his hand, the probable cause statement said. Mejia then sexually assaulted the victim, took her purse and ran away, the statement said. Police located Mejia’s residence after finding a trail of items from the victim’s purse and later verifying that Mejia subscribed to the escort service, the court document said.

As with its predecessors, the latest series is stuffed to the cravat with ludicrous stylistic quirks. There is more honk-inducing hokum in the form of lines such as “I saw the devil walking in Whitechapel” and “I didn’t even know I was naked until the police found me.” More vexing fastidiousness from DI Chandler (Rupert Penry-Jones), the asexual milquetoast brought to us by the letters O, C and D. And there is more Edward Buchan (Steve Pemberton), the eccentric archive-mole who Penfolds around in his subterranean lever-arch lair, methodically A-to-Z-ing his “dismemberment shelf” and crashing into Chandler’s office every 19 seconds to make an announcement of the “1772. Two prostitutes were given aniseed balls laced with Spanish fly…by THE MARQUIS DE SADE!” variety in a manner that suggests he should be halfway up a polystyrene beanstalk in Bexley Civic Centre, not wearing a jumper in an ITV1 drama about cockneys.

The new commanding officer of the Tempe military base in Bloemfontein has been arrested on assault charges, police said on Tuesday. Captain Chaka Marope said Brigadier-General David Cebeni, 47, was arrested on Sunday afternoon after a complaint was laid at the Park Road police station. Cebeni appeared in court on Monday and the matter was postponed until April 6. Marope said charges of common assault and the pointing of an firearm were being investigated against Cebeni. The complaints were laid by a woman. Die Volksblad reported on Tuesday that the woman was allegedly a prostitute and that the incident happened after an argument over payment. – Sapa
