The short white dress and black shoes stood out to Officer Ralph Woods as he recalled the early-morning encounter. The girl said it was her first night working as a prostitute, Woods told detectives.
The redheaded 16-year-old reminded him of other teen prostitutes from his time on the beat in Ohio. He drove her to the nearest precinct and left the girl with her older sister.

The case raised questions with the Phoenix Police Professional Standards Bureau and in court proceedings as authorities considered the word of a teen prostitute against the word of a veteran officer. But internal-affairs investigators were unable to prove the girl’s allegations of groping and oral sex and, last week, agreed to change a finding that initially showed Woods failed to report a potential sex crime involving a child.
